Minds generally refrain from using their all-seeing capabilities to influence people's reputations, though they are not necessarily themselves above judging people based on such observations, as described in Excession. Minds also judge each other, with one of the more relevant criteria being the quality of their treatment of sentients in their care. Hub Minds for example are generally nominated from well-regarded GSV (the largest class of ships) Minds, and then upgraded to care for the billions living on the artificial habitats. Serious prohibitions exist against harming sentient beings, or forcing them into undertaking any act (another concept that seems unnatural to and is, in fact, almost unheard of by almost all Culture citizens). As mentioned in The Player of Games, the Culture does have the occasional "crime of passion" (as described by an Azadian) and the punishment was to be "slap-droned", or to have a drone assigned to follow the offender and "make sure [they] don't do it again". While the enforcement in theory could lead to a Big Brother-style surveillance society, in practice social convention among the Minds prohibits them from watching, or interfering in, citizens' lives unless requested, or unless they perceive severe risk.

== Inhibitors == There are several well-known drugs and toxins that inhibit oxidative phosphorylation. Although any one of these toxins inhibits only one enzyme in the electron transport chain, inhibition of any step in this process will halt the rest of the process. For example, if oligomycin inhibits ATP synthase, protons cannot pass back into the mitochondrion. As a result, the proton pumps are unable to operate, as the gradient becomes too strong for them to overcome. NADH is then no longer oxidized and the citric acid cycle ceases to operate because the concentration of NAD+ falls below the concentration that these enzymes can use. Many site-specific inhibitors of the electron transport chain have contributed to the present knowledge of mitochondrial respiration. Synthesis of ATP is also dependent on the electron transport chain, so all site-specific inhibitors also inhibit ATP formation. The fish poison rotenone, the barbiturate drug amytal, and the antibiotic piericidin A inhibit NADH and coenzyme Q. Carbon monoxide, cyanide, hydrogen sulfide and azide effectively inhibit cytochrome oxidase. Carbon monoxide reacts with the reduced form of the cytochrome while cyanide and azide react with the oxidised form. YM-348 is a highly selective 5-HT2C agonist and results show that YM348 can induce penile erections and hypolocomotion (induced at a high dose) in rats, as did other 5-HT2C receptor agonists. These effects were completely inhibited by a selective 5-HT2C receptor antagonist, SB-242,084. Therefore, results suggest that YM348 is a potent and orally active 5-HT2C receptor agonist.
== History == The first mention of uterine prolapse in medical literature was in the Kahun papyrus, circa 1835 B.C.E, which read, "of a woman whose posterior, belly, and branching of her thighs are painful, say thou as to it, it is the falling of the womb." The treatment at the time, documented on the Ebers papyrus, was to rub the afflicted person with a mixture of "oil of the earth [and] fedder", or petroleum and manure. Throughout Western history, advancements in the management of uterine prolapse have been hampered by a poor understanding of female pelvic anatomy. During the Hippocratic era, approximately 460 B.C.E., it was thought that the uterus was akin to an animal. Therefore, common treatments included fumigation, placing a foul-smelling object near the uterus to convince it to move into the vagina; the use of topical astringents, such as vinegar; and succussion, in which a woman was tied upside-down and shaken until the prolapse reduced. During the first century C.E., the Greek physician Soranus would disagree with many of these practices and recommended the use of wool, dipped in vinegar or wine and inserted into the vagina, to lift the uterus back into place. He would also go on to recommend surgical removal of gangrenous portions of a prolapsed uterus. However, these ideas did not become commonly accepted practices during that era, and the Middle Ages brought about a return to previous beliefs and practices for uterine prolapse. In 1603, for instance, it was recommended that burning the prolapsed uterus with a hot iron would frighten it back into the vagina.
In the summer of 1793 the sans-culottes, the Parisian enragés especially, accused even the most radical Jacobins of being too tolerant of greed and insufficiently universalist. From this far-left point of view, all Jacobins were at fault because all of them tolerated existing civil life and social structures. The sans-culottes also populated the ranks of paramilitary forces charged with physically enforcing the policies and legislation of the revolutionary government, a task that commonly included violence and the carrying out of executions against perceived enemies of the revolution. During the peak of their influence, the sans-culottes were seen as the truest and most authentic sons of the French Revolution, held up as living representations of the revolutionary spirit. During the height of revolutionary fervor, such as during the Reign of Terror when it was dangerous to be associated with anything counter-revolutionary, even public functionaries and officials actually from middle or upper-class backgrounds adopted the clothing and label of the sans-culottes as a demonstration of solidarity with the working class and patriotism for the new French Republic. Mephedrone was reported as having been sold as ecstasy in the Australian city of Cairns, along with ethylcathinone, in 2008. An annual survey of regular ecstasy users in Australia in 2010 found 21% of those surveyed had used mephedrone, with 17% having done so in the previous six months. The price they paid per gram varied from A$16 to $320. Europol noted they became aware of it in 2008, after it was found in Denmark, Finland and the UK.
